What strange about this issue, is the Internal Server Error is not consistent sometimes it does appear suddenly and sometimes it does not, and if you get the error and refresh the page it will back to normal.
Try whitelisting this URI from the Mod_Security

The internal error is not consistent, but that isn’t the issue I’m writing about
. When the page does display, it isn’t displaying correctly (no top menu for one).

I tried creating a new Header and set it to display in front page and it works.
It looks like that existing Header is corrupted, can try the same. Create a new one and test it.
Also, I kept getting an Internal Server Error. I suggest you switch host as this is not good for your site.

I’m not sure what you mean by creating a new header. The top menu is all set to show in the customize area. I’m already in the process of building a new site with a new host but I can’t have this one not displaying correctly in the interim.

Creating a new header means that you create another set of header similar to the header which have issues. Your current header maybe corrupted so instead of having to troubleshoot it, creating a new custom header would be much faster.
Please let us know when you are using the new host and still experience the same so that we can investigate it further.
