In Photoshop, you have an option to choose web safe colors. You can read more information from here (https://helpx.adobe.com/photoshop/using/choosing-colors.html#choose_web_safe_colors).
Or else you need to research another tool select your color variants.

I used #80B7D4 color as web-safe and the difference is even more obvious

I’ve used a color picker function from my screenshot program and though I got close (#99C5C6
) to your image’s background color, it is not possible to match it because your image is grainy. If you want to get colors from your image, you can use a tool like http://colorcop.net/
Please just use Text instead of image. The display would be sharper with no background noise and it can be scaled up without loss in quality.
Change the Navigation Label to your site title instead of the image tag.
If you have more questions, please open a separate thread for each because the longer threads get, they become confusing overtime and it would be hard for us to track what issues has been solved thus prolonging our response time which is not good for the users.
More customization would be required to increase the font size and background color though so I’d strongly recommend that you use X’s native Header layout options particularly the Inline Layout and Logo Text.
