Search produces results back from 2014 requesting a top-menu instead of social links on it, but up to now nothing has been done about it without resorting to hacks of some sort.

If you wouldn’t mind providing us with a little more clarification on what it is you’re wanting to do (a link to a similar example site would be very helpful, or perhaps some screenshots), we’ll be happy to provide you with a response once we have a better understanding of the situation.

A top menu like in most themes, without CSS hacks or modifying core theme files.
The feature has been requested since the beginning of X, but never got implemented.

Thanks for providing the screenshot. In X we have design the topbar for miscellaneous elements like social icons, phone numbers, email address or other details that you want to display in the topbar. This has been added already to our list of feature requests. This way it can be taken into consideration for future development. All of these items are discussed with our team internally and prioritized based on the amount of interest a particular feature might receive.

I think I understand why you didn’t bother with it. It would be very quirky and unpredictable on mobile devices. And considering that mobile is where the internet is headed, the feature isn’t really necessary.
