I have two Custom Links in my Nav Bar menu “About BRB” and “Contact Us” (see pic).
They each link to a different anchor on the Home page.The problem is, they show the hover color by default.
I want the hover color only when hover or when the link is selected. In other words, the normal behavior of the Nav Bar when clicking to a new page.

To help you better with this issue, please share us your site URL.
Usually this issue occurs when you are using One Page navigation with external page links.
Please do create two menus on Appearance > Menu.
One menu will use relative links like #about-brb or #contact-us. We have to select this menu on Home Page settings > One Page navigation.
Then create another menu with absolute link like http:site.com/#about-brb or http:site.com/#contact-us. Select this as primary menu.Hope this helps.
