1 – can this shortcode link to other pages or is it just supposed to be for content on the same page?
2 – I thought the Cornerstone have access to the shortcodes? I thought I saw it in there?

Table of Contents or TOC shortcode make use of the
<!--nextpage-->
tag which can be used any number of times in a post or page, and each insert will “break” and paginate the post at that location. Basically, it is a table of contents of the paginated post or page.For more details about this shortcode, please check it out here: http://theme.co/x/demo/integrity/1/shortcodes/table-of-contents/
You can access this shortcode in Cornerstone by adding a text element and insert the TOC shortcode using the shortcode manager within the text editor. http://prntscr.com/7onudz

Regretfully, ToC shortcode is not compatible with the current Cornerstone, you can only use ToC shortcode on classic editor. Rest assured that our Dev Team is working hard to add the ToC element for the Cornerstone.

No, that or related tags don’t work in Cornerstone because of the reason it will break the entire layout of the page created in Cornerstone. We cannot provide any ETA on this but as mentioned, our developers are aware of this and are working to address it as soon as possible.

It’s not yet fully compatible with cornerstone, but should be usable with proper placement. You can only use one TOC and one
<!--nextpage-->
per cornerstone’s section.Cornerstone will try to move the
<!--nextpage-->
outside the current section to avoid the broken layout. In short, your one content(page) should be equal to one section with<!--nextpage-->
within text element.Thanks!
