    I have a new user that will be updating just one of the pages on the site.
    He should have full edit access to just that one page and nothing else.

    I figured this would be straight forward, but it’s seemingly above my head.

    Can you instruct me?

    You can have a look at Role Scoper plugin that will help you to limit user access to particular page.
