No, bundled plugins are only available when X is active.
The good news is that you can use cornerstone with other themes. If you would like to use cornerstone with another theme, you should purchase its license.

Hi Issam,

Both Cornerstone and X theme are two separate products. Cornerstone comes free with X theme and uses the same licence as the theme does. However, in order to use it on a different theme, you will need to have a licence to cornerstone which you can get only when you make a purchase.
