I can see that the smoothscroll is working on my end. If the scrolling is not noticeable enough please adjust its settings by going to X Addons > Smooth Scroll. You can increase the scroll speed and step in necessary.
Regarding Disqus comments, it is working though there is something you need to set in your Disqus account. To resolve the disqus issue, please check it out here:

I am another support member and the smooth scroll on the page that you posted is working fine on my end as well.
Would you mind describing what function of the smooth scroll that isn’t working for that page on your end? It would also help better if you would provide us with a screencast so that we could see what it displayed on your end.

Ah, you’re referring to scroll bar. They are hidden in Mac Os by default, please go to your Mac’s System Preferences > General > Show Scroll bars and set it to Always.
I’m on Mac too, and smooth scrolling is functioning well.
The Disqus comment section works too.

iPhone and iPad don’t have scrollbars. Most mobile browser doesn’t use scrollbars.

Smooth scroll functionality can’t be seen on a screenshot as it has nothing to do with the appearance of your site.
It only controls the speed of your mouse scroll.

so is there a way to get it shown in the right of the post instead on the right sidebar?
