hello, just wondering what the difference is and if it effects page performance?

There is not much of a difference, it comes down to your preference and code priority.
Please note of the priority with style.css being the least.
– Style.css – In the theme folder
– Customize > Additional CSS | This was added by wordpress in version 4.7 | css code will affect your site globally
– Customize > Custom > Edit Global CSS | css codes will affect your site globally
– Cornerstone > Settings > Custom CSS | css code will affect only the current pageHope that helps.

Is the Custom > Edit Global CSS content saved when exporting from Add-ons > Customizer Manager? How about the content in Additonal CSS?

Yes, the Custom > Global CSS will be included on the Customizer settings when exporting it.
No, the Additonal CSS won’t be included since that is native from WordPress and just added recently.
