I was attempting to avoid having to do a big migration once the main site is built by building the site at the root directory and having the redirect to a temp page. I’m beginning to think that wasn’t the best idea and a migration may be what has to happen to make this work.

In your case, I would recommend using Under Construction plugin instead. Please check this:http://theme.co/x/demo/extensions/under-construction/.. We don’t have to redirect but just activate this plugin and set it’s settings on Addons > Under Construction. Your site wouldn’t be available on the public while you still on development mode. Although the page wouldn’t be exactly the same as your temp page.
