Is it possible to have whole areas of a website colour coded with a different background colour?It is for a client who wants a site to be an umbrella for lots of different areas – so the menu would have different sections and each section it’s own colour theme?
So, if ‘chairs’ was on the menu next to ‘tables’ everything about chairs would be on a blue background and everything under tables on a red background.
If I need to make a multisite for this, would one licence be ok for the whole thing or would each individual site need a different licence?

It is possible to color the website different areas, but when to confirm that it is possible to achieve what you are looking for I would ask that you send a mock-up of the layout so we can confirm it is possible and provide you suggestions about which path you would need to take.
The license system works like this : 1 lincese per domain. If you will have different domains you would need more licenses.
