i would like to place a 2nd navigation below the slider that is already under the masthead, please see highlighted in red.

Thanks for writing back. Your given link throws 404 error so can’t see. But I think I got you right. If you want another navigation under the slider then you can use a section and widget area element. You can select Custom menu on the widget area. However it might not look as the main navigation and you might need to adjust this with some Custom CSS.
You can also use your own HTML to create a menu within a section. You can copy the main nav HTML format and place this within a Text Element.
Hope this makes sense.
