It seems there is a conflict between WooCommerce 3.3.1 and X Theme. I am not able to have the mobile menu drop down. Deactivating Woo solves the issue but I can have that.

There is some version compatibility issue with woo. Please check the Troubleshooting - Version Compatibility for the same.
You might needs to install older version of woo to work it properly. In the next update this issue may resolved.

I restored to your latest compatible version (3.2.3) and it still does not work. You say it MAY address the issue? How am I suppose to run my store if people can’t access the menu?

Upon testing your issue, I see the following error on your console log.
ReferenceError: Cookies is not defined woocommerce.min.js
