We have the video now hosted extenally and it is mp4. Still it does not show on the backgroud lower layer (neither upper layer). What we should do next?

I checked the direct link video that you added to the background layer. The problem seems to be that the mp4 format is not showing the video at all.
I tried that by adding the direct link to the address bar of my Chrome browser and loaded the video. It did not show anything and it only played the sound.
Needless to say that the video sound is not supported in a background video feature.
Your video format is not a web-friendly one. You can test that by changing the video and use this instead:
