I created a new header (the white top bar) and im trying to add a background picture where the large black space is on the home page via content builder but for some reason it won’t allow me to add or change any settings.

To assist you better with this issue, would you mind providing us the url of your site with login credentials so we can take a closer look?
To do this, you can create a secure note with the following info:
– Link to your site
– WordPress Admin username / password

I have logged and investigated the issue. It turns out that you have enabled the section separator for the section 2 and then the height is way beyond that covers the whole section 1.
Please disable the section top separator and you will see that the first section has its background image applied to it.
