Screen Size selection Missing on Header/Footer creation

I don’t seem to have the controls that allows you to show/hide an element based on screen size when creating headers and footers. I see in a log of other posts it is in the setup portion of the row or element, but not for me. I am updated to the latest version. Or is it somewhere else that I am not seeing?

You can get the option to show/hide elements on screen size under Customize > Setup > Hide During Breakpoints.
