Scaling Site for Different Monitor Sizes

Hi there,

Please excuse me if this is a question with an evident answer, I’m new to this and I got stuck on this.

I am making a website on a large 1440p monitor. I only realized later that of course it doesn’t automatically scale down proportionate to different monitors. Is there any way I can do this?
For example on my homepage, on the monitor size I have, the main button is visible in the right spot. If I were to be on the site on a 1080p monitor, everything still looks good, but on something like an ipad, everything is out or proportion.
