since Pro is built with a framework similiar to bootstrap, is there a way to offset columns via css?
Like to put column n.2 in the position of the n.1 and vice versa?

Regretfully this isn’t a feature offered by X. It could be possible with custom development, but this would be outside the scope of support we can offer. You may wish to consult a developer to assist you with this. X is quite extensible with child themes, so there are plenty of possibilities.
What can be achieved out of the box is, to hide the section or row according to the screen size. That way you can duplicate your content, hide 1 set for mobile and tablets and the other set to desktop and laptop.
