I have 2 issues with this page, have cleared the cache but still not working;
The comments section is not showing up. But I have selected allow comments.
I have set responsive text on headlines but is not working on smaller mobile screens.

Thanks for writing in! You're using Blank - No container | Header | Footer template which does not have comments section integrated. You can use another template such as Default template or Fullwidth template to get the comments section. Or else, you can create a custom template by following our guide here (https://theme.co/apex/forum/t/building-a-custom-template/30350/4?u=mldarshana).
With regard to responsive text, please follow this video walkthrough here (https://www.youtube.com/watch?v=_ia5Lswi3ak) and setup accordingly.

Yes you can do that, you have to follow the instruction given in above post.
Why cannot you guys just make all the templates work with comments?, please add to list of asked for features.
Blank container is designed specifically, not to allow any comments. Basically it is not going to be blank, if we'll add pre-built content like comments.
Without customizing your templates, you can also create a short-code for comments section. So you can simply add your shortcode into your page to display comments section.

How do you change the template settings for a blog post? When I go to a post and click settings, it only shows options for Preferences, Colors, and Fonts. There's no template/layout option listed like I've seen in other help posts

As of now for posts you don't get the option to change templates similar to pages. Though you do have the option to change content layout under X > Theme Options > Layout and Design > Content layout.
