When I create a new header for the site emilypmeyer.com for the interior pages and set it, it doesn’t show unless I’m logged in, it shows a default header from ages ago.

The symptom that you described regarding the logged in/out different view is a typical caching problem issue.
If you are using a cache plugin it is probably minifying the JS/CSS assets and that might cause some problems.
We took care of a few points regarding the minification in the new release point, and I will appreciate that you update the theme to version 3.0.3.
Then, kindly clear the cache using the tools that the plugin has and it should work ok.
