My status in Woocoomerce has an alert that: The MaxMind GeoIP Database does not exist, which means that Geolocation will not function. How do I resolve this please?

I am using Theme X, and currently have two issues with Woocommerce that require support in fixing. The first issue is an alert that states: The MaxMind GeoIP Database does not exist, which means that Geolocation will not function. How do I resolve this please?
The second issue is similar to other users in the forum, outdated Templates in WooCommerce regardless of the recent Woocommerce update to 3.1.1; x/woocommerce/cart/cart-empty.php version 2.0.0 is out of date. The core version is 3.1.0. As advised I will await the X Theme update if this is still the current advice.
