I’m trying to change an image on my website, test.worldhorizonsusa.org when the user mouses over the image. I finally got that portion to work but when you resize the screen, instead of resizing like all the other images on the screen, the pictures are just cropped. How can I fix this?

If all parts of the image is important, please use an Image element and don’t use the image as a background. There is no solution if you use the background method because it is a spatial limitation.
I see you’re setting up a picture grid. You might want to use Envira gallery for that.
