Thanks for writing in!

Making a similar kind of promo box need custom development or third party plugins.
We have a Promo Box element in cornerstone with the nearly similar feature but that also need further customization to make it an exact feature and looks.

Also, I would suggest you please check the ESS grid plugin which comes bundled with the theme, this might help you to build a similar promo element.
