How do I add a second menu below the header? Maybe move the footer menu. Is there a function for this in xthemes or is this a wordpress question?

Thanks for writing in! There’s no direct functionality in X theme for this. But there could be possible workarounds that you may try.
One method is to create a slider using Slider Revolution and then you can place text links on your slider. Then you can show your slider below masthead (https://theme.co/apex/forum/t/features-sliders/97).
Secondly. you may also use Cornerstone to insert the secondary menu, if and only if your menu will be placed in the contents area. Please understand that the Cornerstone can only edit the post/page content areas. It does not allow you to edit the layout of the header or the footer.
Also there could be 3rd party plugins which may usable for your situation. You may check the following plugin as en example (https://wordpress.org/plugins/menu-swapper/).

The slider option may be the best but I have to consider mobile view vs desktop.

That plugin may not solve my problem. They talk about theme “locations” but all the do is replace a menu rather than add a menu at a different location.
How would I place a menu in content area? I suppose I can add button and format them. Is that what you are referring to?

Then you can assign the secondary menu via element’s settings:
