How do I create a header for all the pages EXCEPT the homepage. I have the template selected for Blank-no container|header, footer …but I can’t see how to design the header. I see a section for topbar, but it’s just an empty box…please tell me I don’t have to html-code the whole header from scratch? I must be missing something…but I’ve looked everywhere. Every now and then I see reference to “header and footer builders” …but I have no clue what or where that is.

If you are using X, the customization you can do to the header and footer area is limited to the options that are available out of the box in the Theme Options area. In case you want to do more customization, you will have to override the template files through the child theme.
As for the Header and Footer builder feature, they are available in Pro.
