I am using the pro version footer builder. Is it possible to duplicate the toggle down button feature like this website has added to their footer with the footer builder?

Pro does not have that feature. There is a Content Off Canvas element but it will display a content area either left of right. See https://theme.co/apex/forum/t/pro-content-area-off-canvas-element/112
