Hi I’ve turned on my Advanced Mode in User Preferences but my fade in animation settings are still not showing, help! What additional setting do i need to apply : http://dev.invexdesign.com/21mill/privacy-and-terms/

I can see the first section have the fade animation. I believe this is working for you.
The fade animation is. available for a column in the new element too.
If you still not seeing this option please update your theme and plugins to latest version.
