Do you need an X Theme License first before upgrading to X PRO or can you start with an X PRO license without having to purchase X Theme first?

You can directly buy the Pro license and start building your site as X and Pro are two different products, please see https://theme.co/pro/#pricing however if you have the X licence then you have an option to convert it to Pro see https://theme.co/apex/forum/t/x-to-pro-conversion/104

What’s the cost to upgrade from X Theme to PRO if you already have an X Theme License? Do you end up paying the same amount if you were to purchase X PRO first off?

Pro is $60
And if you upgrade X to Pro, it is only $15.75 (25% off) at the moment. You can go check it out in your license page (https://theme.co/apex/licenses).
