CSS Seems to not be loading properly

Do I have to post first to post secure content?

The theme itself was on an old server running a very old version of 5.2.5, when I moved it to the new server for the updates to be carried out. When I updated to the 6.5.3, the website broke and looks like the image at the bottom.

Plugin conflict is ruled out as all the plugins are the same on both servers. Permissions to all files are correct and have been triple checked.

I read some other topics and people have had similar issues but not quite the same issue I am having.

It also is on the old website so can’t be anything to do with that.

The website loads fine with this error on the old site.

My host said the 403 issue is due to the file being blank.

The issue of the theme not loading properly was only after updating from 5.2.5 to 6.5.3

Cornerstone 3.5.4
