Create Elements with PHP

Hi,

is it possible to create elements using the child themes functions.php and place them on a specific site.
I want to create elements dynamically based on a txt-file which contains the Name, the date of birth and so on of several persons.
It should look like this afterwards. https://www.nac-salzgitter.de/mitglieder/
Except that the data is coming from a txt-file.

Is this possible? And could you give me a hint how to do it?
