All I want to do is add single page navigation. I must be a bona fide moron because I cannot determine how to add [content_band] shortcode. Can you just point me in the right direction?

Or you can use Cornerstone page builder:

Then Create a section. Section in cornerstone is the same with content band in shortcode.

I have given up. I have done everything as written. Clearly I’m missing something. I even started an entirely new page, Built a new menu, followed the directions step by step, and when I click on the menu items nothing occurs. Thanks for your help. I’m sure I’m missing something incredibly simple, but I haven’t a clue what questions even to ask.
