Classic Text Element Missing key functions like "link" icon

Hello
For some reason the Classic Text Element no longer populates with all of the functions it did earlier today. The entire second row of icons is missing including the “link” icon for linking the text.

Can you let me know how to fix?

yes, the entire second row of icons is missing when I toggle to the Text editor from the HTML editor view.

Can you please confirm that X Theme and bundled plugins that you are using are fully updated? Here is the version compatibility and changelog guide that you can refer:
